Sharing Views and Experiences of NGOs in Working in Clusters: A NGO investigation
SHARING VIEWS AND EXPERIENCES OF NGOS IN WORKING IN CLUSTERS
The NGOs and Humanitarian Reform Project is an NGO-led project being carried out by a consortium of six international NGOs that include ActionAid (lead agency), CAFOD, CARE UK, the International Rescue Committee, Oxfam GB, and Save UK, along with ICVA. The project aims to improve the effectiveness of humanitarian aid carried out using the mechanisms of the humanitarian reform process (clusters, funding, and improved coordination through the leadership of the Humanitarian Coordinator system). The project places particular emphasis on increasing the level of effective engagement in the reform system for international, national, and local NGOs through firstly mapping situations in five countries (Afghanistan, Ethiopia, DR Congo, Sudan, and Zimbabwe). Following the mapping, the project aims to improve partnerships between humanitarian actors; to increase accountability towards beneficiaries and programme impact on those receiving humanitarian aid; and, at the global level, to influence international policies related to humanitarian action.
AN NGO INVESTIGATION
ICVA is contributing additionally to the project by collecting feedback from NGOs on their cluster experiences in countries extending beyond those listed above, via the attached ‘rolling survey’ questionnaire.
The questionnaire focuses solely on the cluster ‘pillar’ of the reform process and your experience and views of working in (a) cluster(s). The second version (see below) was sent to some of the project consortium NGOs’ Country Directors working in cluster countries, in addition to our colleagues who previously responded.
