Dear ICVA Members,

Many of your organisations will have already heard from OCHA offices in the countries where you work about the way that NGOs can get involved in the Consolidated Appeals Process (CAP). The most important part of a CAP is the Consolidated Humanitarian Action Plan, which lays out the priorities and strategy within a country that issues a CAP. NGOs are increasingly putting projects in CAPs, although the rate of funding of these NGO projects continues to be quite low compared to UN projects.

Recently, OCHA offices should have shared a flyer with you outlining how NGOs can engage more with the CAP (see: www.icva.ch/doc00003206.html. In addition, a new on-line projects system (OPS) has been developed to allow headquarters staff review their organisation's project proposals that are in CAPs.

The CAPs are in the process of being finalised now and should be ready on 27 October. You will then have the opportunity to review your organisation's proposals IF you register with the OPS in advance. You will have from 28 October until Monday, 1 November 2008 to review the projects.
