Proposed Timetable for the Drafting of NGO Statements for UNHCR's June Standing Committee

ICVA proposes the following timetable to ensure that there is as open and transparent process around the NGO statements, as possible.

WEDNESDAY, 6 JUNE: People volunteer to draft statements by replying to robbie@icva.ch by 15:30 (GMT+2) Wednesday, 6 June. An updated message will be sent later that day, indicating the contact details of drafters for input. If there are no drafters, another call will be put out for volunteers.
FRIDAY, 8 JUNE: A message indicating contact details for lead drafters will be sent out, along with a final call on any items still missing lead drafters with a final deadline for volunteers of 08:00 (GMT+2) Monday, 11 June.
MONDAY, 11 JUNE: Following the final deadline for volunteers to step forward to draft statements of 08:00 (GMT+2) Monday, 11 June, a message will be sent with contact details for all volunteers and indicating where no one has stepped forward for particular agenda items. THERE WILL BE NO NGO STATEMENT DELIVERED ON THOSE ITEMS WHERE THERE ARE NO VOLUNTEERS. Contact details for any new volunteers will also be sent out.
WEDNESDAY, 13 JUNE: Lead drafters send drafts to ICVA Secretariat by 15:30 (GMT+2). Drafts of NGO statements are sent out by ICVA later that day for comments, to be sent directly to the drafters, by close of business 17.30 (GMT +2) Friday, 15 June
TUESDAY, 19 JUNE: Drafters send second drafts to ICVA Secretariat by 15:30 (GMT+2). Drafts of NGO statements are sent out later that day by ICVA for comments (no new additions), to be sent directly to the drafters, by close of business Wednesday, 20 June.
THURSDAY, 21 JUNE: Third (and final) drafts of statements are sent by drafters to ICVA by 15:30 (GMT+2). These drafts are sent out by ICVA for reference. Only serious objections (i.e. no new additions unless there has been a recent event warranting an addition/change) can be raised to these drafts, to be sent to the drafters and ICVA by 12:00 Friday, 22 June.
FRIDAY, 22 JUNE: Following a final copy-editing and formatting by ICVA, final drafts of NGO statements are sent out by ICVA for reference or if there are legal/factual inaccuracies.

At the Standing Committee, if there are major developments taking place, the second statement can be used by NGOs in the room, if it is felt that a response is necessary. It will be made clear that such a second statement would only reflect the views of those NGOs in the room that have contributed.

Those NGOs unable to attend Standing Committee will hopefully accept these conditions (which we have, once again, tried to lay out more clearly).

Please note that the copy-editing and formatting to be done by ICVA is to ensure legal/factual accuracy and consistency of language. Drafters are the ones responsible for incorporating comments from NGOs into the text.
