Humanitarian "Clusters"
During the Inter-Agency Standing Committe Working Group meeting of July 2005, there was a decision that the various (primarily UN) agencies would be assigned to lead nine "clusters" that are meant to fill gaps in the humanitarian response, particularly in IDP situations. Those agencies would be held accountable for the response in that "cluster" and would be the "provider of last resort." This decision was endorsed by the IASC Principals in September 2005.
