RE: IDP RESPONSE MATRIX QUESTIONNAIRE
Dear Colleagues,
As many of you know, the IDP Unit in OCHA is undertaking an exercise (on behalf of members of the Inter-Agency Standing Committee) to collect information on "who is doing what, where" in terms of protection and assistance for internally displaced persons. As such, we are writing to you to encourage you to take a bit of time to respond to the questionnaire that has been prepared in order to gather this information. It is available at .
WHY RESPOND TO THE MATRIX QUESTIONNAIRE? -
The responses to the questionnaire will help to identify gaps in the response to IDPs.
- The responses will present a comprehensive view of who is doing what, where.
- The Matrix will catalogue core competencies and the added values of different actors in the response to internal displacement.
- Given that NGOs play such a large part in the response to IDPs, it is important to ensure that the role of NGOs is better understood by the UN system.
- The Matrix is meant to examine the extent to which a collaborative approach is used in responding to the needs of IDPs in particular countries (see list below).
- The Matrix will examine the effectiveness of the collaborative approach to IDPs.
- There are several questions that ask about particular responses within the country you are working in.
- The IDP Response Matrix that will be formed with the results of the questionnaires will function as a tool to track changes in the futureresponse to internal displacement around the world.
- The Matrix should contribute to an improved policy framework, which in turn, should contribute to a more effective response to internal displacement.
- It should take no more than 20-30 minutes to fill in the mostly mulitple-choice questions.
WHO SHOULD RESPOND TO THE MATRIX QUESTIONNARIE?
The questionnaire is intended for two groups and, as such, there are slightly different questionnaires for each:
- UN Humanitarian and Resident Coordinators
- All organisations with programmes targeting IDPs (UN and non-UN), on the basis of "one organisation, one questionnaire per country"
So, if you are in an organisation working with IDPs in a particular country, your organisation should fill out the questionnaire.

WHEN WILL THE RESULTS COME OUT?
- A full report on the information gathered through the questionnaires, including qualitative and quantitative analysis, will be circulated to all respondents by end September 2003, at the latest.
