Tom Getman, World Vision
Tom Getman will present an update on some of the recent discussions that have been taking place between donor governments, UN, and non-UN humanitarian organisations on the situation in Sudan. Some of the issues of focus will include the security situation and the related issues of impunity and justice; access issues; and the Machakos discussions and the potential implications for development work in Sudan if Machakos comes to fruition.

THE DILEMMAS OF HUMANITARIAN WORK,
Kirsten Young, UNHCR (on behalf of the IASC Reference Group on Humanitarian Action and Human Rights)
As suggested during the evaluation of the monthly NGO-IASC meetings, there is a need to strengthen the linkage between these meetings and IASC processes. As such, Kirsten Young will present one of the tentative items on the work plan of the IASC Reference Group (RG) on Humanitarian Action and Human Rights: the dilemmas of humanitarian work.
The RG developed an FAQ publication on international humanitarian law, human rights law, and refugee law and the idea of the RG is to follow-up on this work by looking into the dilemmas that humantiarian workers face in the application of these branches of law. What kind of interest is there among UN and non-UN staff in such an undertaking? How can UN and non-UN humanitarian staff feed into the work? What are some of the dilemmas people have faced that they would like to share with others? What is the best way of sharing these dilemmas?

You will need to take a copy of this e-mail with you, along with your passport, to the Pregny Gate entrance of the Palais des Nations (Avenue de la Paix across from the ICRC Museum). Please allow about 15 minutes to get through security.
NGO-UNHCR INFORMAL LUNCH
There will also be an NGO-UNHCR informal lunch the same day from 12:30-13:30 in the EMERGENCY OPERATIONS ROOM (not the Cafeteria). The lunch will focus on the emerging operation in Angola where UNHCR recently deployed an emergency team to reinforce and expand UNHCR's presence in anticipation of an organized repatriation in 2003. Four senior colleagues who were part of the multi-disciplinary emergency team have just returned from a 2-month mission and will brief on the current challenges and opportunities in Angola.
